NOTICE OF PUBLIC HEARING

OF DIAMONDVILLE PLANNING AND ZONING COMMISSION

The Diamondville Planning and Zoning Commission will hold a public hearing on proposed zoning district change during its regularly scheduled meeting on Wednesday, July 10, 2019 at 6p.m. in the Council Chambers.

The proposed zoning district change involves correcting several areas currently zoned as M-P (Mobile Home Park).

Per Ordinance 10.90.040 - Changes and Amendments to Zoning:  The Planning and Zoning Commission may, upon its own initiative, amend the zoning maps in accordance with Town Codes  involving zoning designations, but a public hearing to do such.

NOTICE OF FINAL PAYMENT

The Natural Resource Specialist for the Lincoln Conservation District (LCD), acting as an agent for the LCD, has accepted all work as completed according to the Project Agreement set forth in the written agreement between the Mill Creek Grazing Association (MCGA) members, and their supply contractors and the LCD, dated June 27, 2019, for the Mill Creek Well and Trough Project for stock water.  The MCGA members and their supply contractors are entitled to final payment on the 8th day of August 2019, the 41st day after the first publication of this notice of final payment of the full amount due under the agreement will be made.   Nothing in this notice shall be construed as relieving any supply contractors and their sureties on their bond from any claim or claims for the work or labor done or materials or supplies furnished in the execution of the Agreement.  All persons having claims for labor and materials furnished to the MCGA members shall present a verified statement of the amount due and unpaid on their account to the LCD prior to the day specified for final payment.  Failure on the part of the claimant to file such statement will relieve the LCD from any and all liability on such claim.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s Procedural Rules, notice is hereby given of the initiation by its Order issued June 20, 2019, of an investigation to assure that long-term resource decisions made by PacifiCorp, D/B/A in Wyoming as Rocky Mountain Power, are consistent with applicable Wyoming public utility law and the public interest, including specifically that the origins, methodology and results of the Coal Study conducted or produced and referenced variously by the Company in connection with the development of its 2019 Integrated Resource Plan is sufficiently understood by the Commission and other interested parties.

Rocky Mountain Power (RMP) is a public utility subject to the Wyoming Public Service Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

In connection with the development of its Integrated Resource Plan (IRP), to be filed August 1, 2019, RMP has engaged in an economic analysis of its coal-fired generation units. 

This economic analysis, or “Coal Study,” referred to by RMP and others in public discussions of the relative cost of continued operation of coal-fired power generation units has been cited by various entities as preliminarily demonstrating economic justification for early retirement of certain coal-fired generation units located in Wyoming.

Early retirement of coal-fired generation units, that is, retirement prior to the end of their planned useful lives, may have extraordinary and profound consequences on the cost and reliability of service provided to RMP’s Wyoming customers and may produce significant negative economic impacts within the State.

Due to the potential influence of the Coal Study’s results on the development of RMP’s preferred generation portfolio, the Commission initiated this investigation to provide a mechanism for the Commission and other interested parties to explore all aspects of the Coal Study, including but not limited to, its origins, methodology and results in advance of the filing of RMP’s 2019 IRP to assure that RMP’s long-term resource decisions are consistent with applicable Wyoming public utility law and the public interest.
