PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost increase of $0.25658 per dekatherm (Dth) and additional credits associated with the Tax Cuts and Jobs Act of 2017, effective June 1, 2019. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

A typical Dominion residential customer using an average of 2.8 Dth per month during the rate-effective period of June 1, 2019, through October 31, 2019, will see a monthly increase of approximately $0.44, or 1.49%. Actual bills will vary with usage.

Pursuant to Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.

The Application is on file at the Commission’s offices in Cheyenne, Wyoming, and is available for inspection by any interested person during regular business hours or online at: http://psc.wyo.gov/.

Anyone desiring to file a request for a public hearing, intervention petition, statement, protest, or public comment in this matter must file in writing with the Commission on or before August 12, 2019. PUBLIC NOTICE

   The Wyoming Public Service Commission(Commission), having issued a Call for Comments on May 24, 2019, (Call) soliciting public comments from interested persons regarding the implementation of SF 0159 (SEA 074) (2019); and the Commission having received comments from 69 individuals and 10 organization in response to the Call; and the Commission having previously indicated that it would hold a Stakeholders Meeting on August 1, 2019 to further the implementation of the at a date, time and place to be determined; said Stakeholders Meeting is hereby set to commence at 9:00 a.m. Thursday, August 1, 2019, at the Commission’s hearing room located in the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, WY with publication of notice consisting of paragraphs 1-5, below.

   The Wyoming Legislature, with the passage of SF 0159 (SEA 074) (2019), authorized “AN ACT relating to public utilities; limiting the recovery of costs for the retirement of coal fired electric generation facilities; proving a process for the sale of an otherwise retiring coal fired electric generation facility; exempting a person purchasing an otherwise retiring coal fired electric generation facility from regulation as a public utility; requiring purchase of electricity generated from purchased retiring coal fired electric generation facility as specified; and providing for an effective date.”

   This new law, now codified as Wyo. Stat. §§ 37-2-133 and 37- 3-117, took effect July 1, 2019. It requires the Commission to make certain decisions related to the retirement of coal-fired power plants owned by public utilities. The Commission sought and received comments from interested person in order to ensure related proceedings are effective and efficient, and that decisions related to the retirement of coal-fired power plants are consistent with the public interest. The Commission seeks further comments at the Stakeholders Meeting to ensure proper implementation.

   Interested persons are invited and encouraged to attend and participate in the Stakeholders Meeting to discuss comments previously submitted to the Commission commencing at 9:00 a.m. Thursday, August 1, 2019 at its hearing room located in the Hansen Building, 2515 Warren Avenue, Suite 300, Cheyenne, Wyoming.
