Notice is hereby given that a public hearing on the proposed budget for the Kemmerer Senior Citizen Service District for the fiscal year ending June 30, 2023, which is now being considered by the board of the Kemmerer Senior Citizen Service District, will be held at the Kemmerer Senior Center on July 13, 2022 at 5:00 PM, at which time any and all persons interested may appear and be heard respecting such budget. A summary of such proposed budget follows:

CITY COUNCIL PROCEEDINGS

The Kemmerer City Council met in regular session this 13th day of June, 2022, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Robert Bowen, Councilmember Dale Hicks, Councilmember Bill Price, Councilmember Mark Quinn, Councilmember Eric Rudy and Councilmember Jamie Thornock.

Motion was made by Councilmember Hicks to approve the agenda as amended to change the date budget year in Resolution No 2022-802 to FY 2022-2023; seconded by Councilmember Thornock and unanimously approved by Council.

PUBLIC HEARING:

Mayor opened the Public Hearing for the Adoption and Certification of Kickstart Kemmerer: The City of Kemmerer Comprehensive Plan for the Future, including the Future Land Use & Transportation Map; 7:05 p.m.  There being no public comment the Mayor closed the public hearing; 7:06 p.m.

The Mayor opened the Public Hearing for the Potential Sale of City of Kemmerer owned property on 809 and 823 South Main Street; 7:11 p.m. There being no public comment the Mayor closed the public hearing; 7:12 p.m.

The Mayor opened the Public Hearing for the FY 2022-2023 Budget; 7:13 p.m.  Martin Argyle, David McConkie and Clint Bowen with United Mine Workers of America made public comment. The Mayor closed the public hearing; 7:26 p.m.

NEW BUSINESS:

(a) Motion was made by Councilmember Hicks to award a 50% SLTEC Fee Waiver and a $120.00 non-profit discount to the South Lincoln Hospital District for an event to be held on September 17, 2022; seconded by Councilmember Bowen and unanimously approved by Council.

(b) Motion was made by Councilmember Price to Pass, Approve, Adopt and Certify Resolution No. 2022-799, Adopting and Certifying a Comprehensive Plan for the Future of the City of Kemmerer: Kickstart Kemmerer, Including the Future Land Use and Transportation Map; seconded by Councilmember Hicks and unanimously approved by Council.

(c) Motion was made by Councilmember Hicks to Pass, Approve, Adopt and Certify Resolution No. 2022-800, A Resolution Amending Resolution 2022-799, Adopting and Certifying a Comprehensive Plan for the Future of the City of Kemmerer: Kickstart Kemmerer, Including the Future Land Use and Transportation Map; seconded by Councilmember Bowen and unanimously approved by Council.

Councilmember Rudy recused himself from the meeting; 7:32 p.m.

(d) Motion was made by Councilmember Thornock to Pass, Approve, and Adopt Resolution No. 2022-801, A Resolution Finding Selling City of Kemmerer Owned Property at 809 and 823 South Main Street will Benefit the Economic Development of the City of Kemmerer; seconded by Councilmember Price and unanimously approved by Council.

Councilmember Rudy rejoined the meeting; 7:38 p.m.

(e) Motion was made by Councilmember Hicks to Pass, Approve, and Adopt Resolution No. 2022-802, A Resolution Adopting the FY 22-23 Budget, seconded by Councilmember Bowen and unanimously approved by Council.

COMMENTS:

Brian Muir, City Administrator, made comments.  Councilmember Thornock, Councilmember Price, and Councilman Bowen made comments.  Mayor Thek made comments.  Councilmember Hicks made comments.

There being no further business before the Council, Councilmember Bowen made a motion to adjourn the meeting; seconded by Councilmember Hicks and unanimously approved by Council; 7:47 p.m.

General Notice:

Cokeville Cemetery District (Owner) is requesting Bids for the construction of the following Project: Cokeville Cemetery District- New & Renovated Roads 2022

Bids for the construction of the Project will be received at the Cokeville City Hall located at 110 Pine Street, Cokeville, WY, until Tuesday, July 12 at 11:00 AM local time. At that time, the Bids received will be publicly opened and read.

The Project includes the following Work: Clearing and grubbing and installation of approximately 1,230 Sq. Yds. Of new roadway construction with a bid alternate to overlay existing roads.  Bids will be received for single contract.

Obtaining Bidding Documents:

Information and Bidding Documents for the Project can be found at the following designated websites: www.jonesanddemille.com or www.questcdn.com

Bidding Documents may be downloaded from the designated websites for a fee of $30.00. The designated websites will be updated with addenda, plan holders list, reports, and other information relevant to submitting a Bid for the Project. Official notifications, addenda, and other Bidding Documents will be offered through the designated websites.

The Issuing Office for the Bidding Documents is: Jones & DeMille Engineering, Inc., 545 East Cheyenne Dr, Evanston, WY.

By appointment, Prospective Bidders may examine the Bidding Documents at the Issuing Office or may obtain copies of the Bidding Documents from the Issuing Office as described below. Pre-bid Conference:

A pre-bid conference for the Project will be held on Wednesday, July 6 at 11:00 AM local time at The Cokeville Cemetery, Cokeville, WY 83114 Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders:

For further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Owner may reject any or all bids submitted.

Bid Security will be required.

Preference will be given to resident Wyoming Contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute Title 16 Chapter 6. Submit Certificate of Wyoming Residence Status with each proposal.

Preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state.

Wyoming labor law requirements shall be implemented.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval of a modification to its Tariff Schedule 30 Interruptible Service Pilot (Schedule 30) that removes the individual customer cap of 10 megawatts (MW).

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, as defined in Wyo. Stat. §37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. §37-2-112.
  2. On June 20, 2022, RMP filed an Application requesting the Commission issue an order approving its proposed Schedule 30 tariff modifications. The Company states it designed Schedule 30 as an optional interruptible service pilot where large non-residential customers could opt for service and receive bill credits in exchange for agreeing to interrupt their load when events are called. The Commission approved RMP’s use of Schedule 30, effective July 1, 2021, in Docket No. 20000-578-ER-20.
  3. RMP states Schedule 30 has been in effect for almost a full year with no requests from customers to enroll in the pilot program. The Company states it has been contacted by a potential new customer with an initial proposed load of 24 MW that is interested in enrolling in the program on a temporary basis until a special contract under the Company’s recently approved tariff Schedule 400 (Docket No. 20000-602-ET-21) can be negotiated and filed with the Commission for approval. RMP is requesting a rate effective date of August 1, 2022.
  4. RMP states is not proposing to change the overall program cap of 25 MW, which will be maintained in order to protect other customer classes from potential cost shifting if the program does not work as intended. RMP also states that removing the individual customer cap will not burden or limit other potentially interested customers because the Company has not received any inquiries from other existing or potential new customers to take service under Schedule 30. The Company states that allowing a customer to utilize this pilot program will yield valuable information that may allow for future program expansion and cost savings for all customers.
  5. This is not a complete description of the Application. Interested persons may inspect the Application at RMP’s business offices throughout Wyoming and at the Commission’s office in Cheyenne, Wyoming, during regular business hours. The Application may also be viewed online at: https://dms.wyo.gov/external/publicusers.aspx (Record No. 17079).
  6. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before July 22, 2022. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. Please be sure to mention Docket No. 20000-620-ET-22 in all correspondence with the Commission.

FORECLOSURE SALE NOTICE

WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated March 13, 2015, executed and delivered by Chad D. Cazier and Kimberly Cazier who acquired title as Kimberly S.
