The Cokeville Watershed Improvement District (CWID) directors will be holding a public meeting on Wednesday, June 10, 2020, at the Cokeville Town Hall Council Room at 7:00 P.M.   All landowners within the CWID boundaries are invited to attend the meeting.  The meeting will center on the need to repair the Cokeville Tri-diversion Structure on the Smiths Fork River above the Town of Cokeville.  The engineering design plans developed by Sunrise Engineering for the repair will be reviewed.  The current low-bid cost to repair the structure, the grants, loans and indebtedness that will occur will also be reviewed.  The CWID long term assessment to landowners to repair the structure will be discussed.  Please contact the CWID with any questions (307) 279-3256 ext. 3

Notice of Permit Approval Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 19-06

Exxon Mobil Corporation’s LaBarge Carbon Capture Project

Notice of Permit Approval. Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act (W.S. 35-12-101 et seq.), notice is hereby given that the LaBarge Carbon Capture Project (the Project) of Exxon Mobil Corporation (Applicant) has received a Permit to construct from the Wyoming Industrial Siting Council.  Records of the application and decision can be viewed during business hours in the offices of the Industrial Siting Division, Department of Environmental Quality, or on the Wyoming Department of Environmental Quality’s website at: http://deq.wyoming.gov/isd/application-permits/resources/labarge-carbon-capture-project/.

The Permit allows the Applicant to construct a carbon capture, sales and disposal facility approximately 33 miles northeast of Kemmerer, Wyoming in Lincoln County.  The primary project components include 1) additional equipment at the Shute Creek Gas Plant in Lincoln County, 2) additional equipment at the CO2 Sales Facility in Sweetwater County, 3) construction of the CO2 disposal well (SC 5-2) in Lincoln County, and 4) construction of the non-jurisdictional 9-mile CO2 pipeline in Lincoln County. The Shute Creek Gas Plant and CO2 Sales Facility are on ExxonMobil property and the CO2 disposal well and pipeline will be located on Bureau of Land Management (BLM) owned property. Construction is anticipated to commence in Q3 2020 and be completed by the end of 2022. Construction manpower is anticipated to peak at an estimated 388 workers in August and September 2021.

Pursuant to W.S. 16-3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for Permit.  The hearing began at 8:30 A.M. on April 9, 2020, using a telephone conference call-in number that was provided to the public and parties to the proceeding. The hearing concluded and deliberations of the Industrial Siting Council took place on the afternoon of April 9, 2020, at the same location. 

The Council considered the Applicant’s request pursuant to the provisions of the Industrial Development and Siting Act (W.S. 35-12-101 et seq.), and the Rules and Regulations adopted thereunder, and rendered a decision to grant the permit.

CITY COUNCIL MINUTES

May 11, 2020

The Kemmerer City Council met in regular session this 11th day or May, 2020, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming.  The Pledge of Allegiance was recited.  Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy, Councilman John Sawaya, and Councilman Bill Thek.

Motion was made by Councilman Bowen to approve the agenda of May 11, 2020 as amended with the addition of New Business (a) Renewal of City Property and Casualty Insurance and renumbering the remaining new business items; seconded by Councilman Sawaya and unanimously approved by Council.

PRESENTATIONS:

Florian Hermann and Scott Sargent with the Fossil Basin Promotion Board gave a presentation to council.

(b) Motion was made by Councilman Quinn to authorize the mayor to sign the renewal contract with the Kemmerer-Diamondville Joint Powers Board for accounting and clerical services; seconded by Councilman Bowen an unanimously approved by council.

Councilman Bowen recused himself from the regular meeting; 8:30 p.m.

(c) Motion was made by Councilman Price to approve staff to review the sign permit submitted by Rick Hebdon to put a sign on city property at the intersection of Wyoming Highway 189 and Wyoming Highway 233; seconded by Councilman Quinn and unanimously approved by council.

Councilman Bowen rejoined the regular meeting; 8:36 p.m.

(d)       Motion was made by Councilman Sawaya to approve the RFP for the Impact Management Firm associated with the EDA grant; seconded by Councilman Rudy and unanimously approved by council.

COMMENTS:

Brian Muir made comments. Councilman Thek, Councilman Bowen and Councilman Sawaya made comments.  Mayor Tomassi made comments.

There being no further business before Council, Councilman Bowen made a motion to adjourn the meeting; seconded by Councilman Sawaya and unanimously approved by Council present; 9:01 p.m.
