The Town of Opal is holding a public hearing on Tuesday May 11th at 6:00 p.m. at Town Hall, 651 North Front Street in Opal. This meeting precedes the regular Town Council Meeting. The purpose of the hearing is to solicit input regarding the budget for fiscal year 2022.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and S & L Industrial, The Contractor, on Highway Project Number B199006 in Albany, Carbon, Laramie, Sweetwater, Sublette, Lincoln and Uinta Counties, consisting of installing signs and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on May 18, 2021.

ORDINANCE NO. 2021-865
AN ORDINANCE AMENDING SECTION 22-26, DISCONNECTING SERVICE FROM PREMISES.
BE IT ORDAINED by the Governing Body of the City of Kemmerer, Lincoln County, Wyoming, that section 22-26 of the Kemmerer City Code is hereby amended as follows:
SECTION 22-26. DISCONNECTING SERVICE FROM PREMISES.
When a property owner desires to disconnect her/her premises from the water utility, he/she shall not be permitted to take up that portion of the service line between the main and curb stop (or property line if a curb stop isn’t present), but, at his/her expense, the water line shall be excavated by a private contractor or home owner, physically cut and capped on both ends just past the curb stop on the property owner’s side (or property lien if a curb stop isn’t present). The property owner or contractor MUST contact the JPB and have the disconnection inspected prior to the line being backfilled. All appliances from the water main to the curb stop (or property line if a curb stop isn’t present) shall remain in the ground and become the property of the Joint Powers Board. If the property owner wants to reconnect water service that has been disconnected in this manner, the property owner will have to pay new tap fees to the JPB and reverse this process at their own expense.

Notice of Public Hearing
The Town of LaBarge will be conduction a public hearing at the La Barge Town Hall at 6:30 P.M on April 21st. The purpose of the meeting is to allow citizens to review and comment on the LaBarge Intake Pump House Project.
At the meeting, Todd Hurd with Forsgren and Associates will present the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. Based on current estimates the Town of LaBarge plans to barrow $60,060.00 from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments.

CITY COUNCIL MEETING MINUTES
March 22, 2021
The Kemmerer City Council met in regular session this 22nd day of March, 2021, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Bill Thek, Councilman Robert Bowen, Councilman Dale Hicks, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy and Councilwoman Jamie Thornock.
Motion was made by Councilman Bowen to approve the agenda for March 22, 2021 as amended to remove item (a) from New Business, add to the Consent Agenda the approval of payment of Check #14629 to Viviano’s Concrete in the amount of $3,200, and add item (f) to the Consent Agenda, appoint Dennis Cartwright to the Zoning Board; seconded by Councilman Hicks and unanimously approved by Council.
PRESENTATIONS:
Brittany Ritter gave a presentation of the new liquor laws approved in legislature.

(c) appoint Cody Baker as the At-Large Position to the Kemmerer-Diamondville Water & Wastewater Joint Powers Board for a term that will expire on December 31, 2023;
(d) authorize staff to request funds from the Xi-Alpha Tau Sorority in the amount of $500.00 for the Kemmerer Recreations Center scholarship;
(e) authorize staff to accept monies from the Kemmerer Foundation in the amount of $56,434;
(f) appoint Dennis Cartwright to the Zoning Board for a three-year term to expire on December 31, 2023.
OLD BUSINESS:
(a) Motion was made by Councilman Hicks to Pass, Approve and Adopt on Third Reading Ordinance No. 2021-864, Changes to Section 27-2 to 27-5 of the Kemmerer City Code; seconded by Councilman Quinn and unanimously approved by Council.
(b) Motion was made by Councilman Hicks to approve on second reading Ordinance No. 2021 865, Changes to Section 22-26 of the Kemmerer City Code, Disconnecting Service from Premises; seconded by Councilman Rudy and unanimously approved by Council.
NEW BUSINESS:
(a) Item deleted from agenda.
(b) Motion was made by Councilman Price to approve the purchase of the Rec Desk Software in and amount not to exceed $5,300 annually; seconded by Councilman Quinn and unanimously approved by Council.
(c) Motion was made by Councilman Bowen to approve and move forward with the youth sports league proposal; seconded by Councilman Rudy and unanimously approved by Council.
(d) Motion was made by Councilman Quinn to authorize the mayor to sign the grant application for the Airport Coronavirus Response Grant in the amount of $9,000; seconded by Councilwoman Thornock and unanimously approved by Council.
(e) Motion was made by Councilwoman Thornock to table the contract for the Kemmerer Rec Center HVAC Project; seconded by Councilman Price. The mayor called for the question. Those voting “Yea” were Mayor Thek, Councilman Bowen, Councilman Price, Councilman Quinn, Councilman Rudy and Councilwoman Thornock. Councilman Hicks voted “Nay.” Motion carried.
COMMENTS:
Mayor Thek made comments. Councilman Rudy, Councilman Quinn, Councilman Hicks, and Councilman Bowen made comments.
There being no further business before Council, Councilman Bowen made a motion to adjourn the meeting; seconded by Councilman Hicks and unanimously approved by Council present; 9:02 p.m.
