Notice of Proposed Wyoming Department of Environmental Quality

Underground Injection Control Permit

The Wyoming Department of Environmental Quality’s (DEQ) Underground Injection Control (UIC) Program regulates certain discharges of pollutants into ground waters of the State. Operators of these discharges are required to receive coverage under a UIC permit.  The purpose of this notice is to inform the public that the UIC Program is proposing the issuance of permit 19-314 for the Star Valley Ranch Association septic system.  The permit applicant is Ms. Tallia Booker, 781 Vista East Drive, #7008, Star Valley Ranch, WY 83127. Star Valley Ranch Association is located in the SW¼SW¼, Section 32, Township 35 North, Range 118 West of the 6th Principal Meridian, Lincoln County. 

The public comment period begins April 16, 2020, and ends May 18, 2020.  DEQ has prepared a supplemental on-line public notice that is available at the DEQ’s website http://deq.wyoming.gov/wqd/public-notices/. The website provides electronic access to a copy of the proposed permit. 

 During the public comment period, any interested person may submit written comments on the draft permit and may request a public hearing be held.  Requests for public hearings must be made in writing and shall indicate the name and full mailing address of the individual requesting a hearing, the interest that individual has in the project, and the grounds for holding a public hearing. All written comments and requests received prior to 5:00 P.M, May 18, 2020 in the Cheyenne office will be considered. Comments submitted by email will not be considered.  Written comments may be directed to Chris Brown, UIC Program Manager, Water Quality Division, Wyoming Department of Environmental Quality, 200 West 17th Street, 2nd Floor, Cheyenne, Wyoming 82002 or by fax at (307) 635-1784.

Requests for a contested case hearing on a permit issuance, denial, revocation, termination, or other final department action appealable to the Council, must be made in writing to the chairman of the Environmental Quality Council and the DEQ director at the address above and state the grounds for the request pursuant to the DEQ Quality Rules of Practice and Procedure.

NOTICE IS HEREBY GIVEN that on the 20th day of March, 2020, Brandi L. Bell, as Successor Trustee of the Don Himmerich Trust dated January 30, 1992 (the “Trust”), filed her Application for a Decree Establishing Right and Title to Real Property seeking an establishment in the Trust of all the decedent’s right, title and interest in and to certain real property located in Lincoln County, Wyoming, and more particularly described as follows:

Lot 1, Lot 2 and Lot 3 (less and except the easterly 75 feet of said Lot 3) of Block 1 to the C.R. Roberts & Sons Addition to the Town of Cokeville, Lincoln County, Wyoming.

AND

That part of the south half of the vacated alley between Block 5 of the Heuett Addition to the Town of Cokeville of record in the Office of the Clerk of Lincoln County and Block 1 of the C. R. that part of vacated Pine Street of the Heuett Addition to the Town of Cokeville of record in the Office of the Clerk of Lincoln County lying and being situate southerly of the westerly extension of the centerline of the vacated alley between said Block 5 and said Block 1;

that the above described land is to be combined with the adjoining land owned by Don Himmerich described as Lot 1, Lot 2 and part of Lot 3 of Block 1 of said C. R. Roberts & Sons Addition for all application of planning and zoning regulations and may not be separated therefrom without approval of the Town of Cokeville;

that the above referenced vacated Pine Street and vacated alley were vacated by the Town of Cokeville Ordinance Number 15-01, approved 8 December 2015;

that the above description was made from records in the said Office and in said Town of Cokeville; that no additional survey was made nor monuments set marking the boundaries of the above described parts of said vacated street and alley.

If no objection to the Application has been filed within thirty (30) days of the first date of publication of this Notice, the Trust will request that the Court enter a decree establishing in it the right and title to the aforementioned property located in Wyoming.

CITY COUNCIL MEETING MINUTES

March 23, 2020

The Kemmerer City Council met in regular session this 23rd day or March, 2020, at 7:07 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming.  The Pledge of Allegiance was recited.  Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Eric Rudy, Councilman John Sawaya, and Councilman Bill Thek.  Councilman Mark Quinn was present via telecon.

Motion was made by Councilman Bowen to approve the agenda of March 23, 2020 as amended with the addition of an executive session, include in the Consent Agenda check number 13782 for $285.00 and check number 13783 for $272.50 for payment; seconded by Councilman Sawaya and unanimously approved by Council.

PRESENTATIONS:

Tom Crank was not present.

(a) Motion was made by Councilman Bowen to Pass on 2nd reading Ordinance No. 2020 863. Amending Section 2 and Section 8 of the Kemmerer City Code Regarding Elective Officers and Election Ward Boundaries; seconded by Councilman Thek.  Councilman Bowen amended his motion to amend Section 2-47(b) setting the mayor’s salary to be “no more than Six Thousand Dollars ($6,000.00) per year.”; amend section 2-47(c) to read “The Mayor’s salary shall be Four Hundred and Fifty Dollars ($450.00) per month.”; and amend the term councilman and councilmen to be gender neutral and be called out as council member throughout Section 2 and Section 8; seconded by Councilman Thek and unanimously approved by Council.  The Mayor than called for the question on the original motion and it was unanimously approved by Council.

COMMENTS:

Brian Muir made comments to the council  Councilman Rudy, Councilman Bowen and Councilman Sawaya made comments.  Mayor Tomassi also made comments to the council.

Tom Crank entered the meeting to give an update on the Lincoln Heights Drive Project; 7:24 p.m. He also gave an update on the walking path near the JPB Redundant Line.

Motion was made by Councilman Bowen to adjourn into executive session to discuss personnel; seconded by Councilman Thek and unanimously approved by Council; 7:30 p.m.

Motion was made by Councilman Bowen to convene into executive session; seconded by Councilman Sawaya and unanimously approved by Council; 7:31 p.m.

Motion was made by Councilman Bowen to adjourn the executive session and reconvene into regular session; seconded by Councilman Sawaya and unanimously approved by Council 8:10 p.m.

There being no further business before Council, Councilman Bowen made a motion to adjourn the meeting; seconded by Councilman Rudy and unanimously approved by Council present; 8:10 p.m.
