CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 11th day of March, 2019, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman David Crosland, Councilman David McGinnis and Councilman Mark Quinn. Absent were Councilman Eric Rudy and Councilman Vance Chamberlain.
Motion was made by Councilman Crosland to unexcuse the absence of Councilman Rudy and Councilman Chamberlain; seconded by Councilman McGinnis and unanimously approved by Council present.
Motion was made by Councilman Bowen to approve the agenda for March 11, 2019 as presented; seconded by Councilman Quinn and unanimously approved by Council present.
VISITORS’ COMMENTS AND PETITIONS:

PRESENTATIONS:
(a) Council was advised that Bill Thek has completed 10 years of service with the City.

Motion was made by Councilman Bowen to authorize submission of the grant request of $10,000 to WYDOT for new fuel system at the airport and authorize the Mayor to sign the grant agreement; seconded by Councilman McGinnis and unanimously approved by Council present.
Motion was made by Councilman Bowen to authorize submission of the grant request of $45,000 to WYDOT for new fuel system at the airport and authorize the Mayor to sign the grant agreement; seconded by Councilman McGinnis and unanimously approved by Council present.
Motion was made by Councilman McGinnis to authorize submission of the grant request of $150,000 to the FAA for the new fuel system at the airport and authorize the Mayor to sign the grant agreement; seconded by Councilman Crosland and unanimously approved by Council present.
Motion was made by Councilman Quinn to authorize submission of the grant request of $161,600 to WYDOT for airport snow removal equipment, to authorize the Mayor to sign the grant agreement and authorization to proceed with the purchase; seconded by Councilman Bowen and unanimously approved by Council present.
Motion was made by Councilman McGinnis to award the bid for the new fuel system at the airport to Granite Petroleum in the amount of $574,822.00; seconded by Councilman Bowen and unanimously approved by Council present.
Motion was made by Councilman McGinnis to authorize the Mayor to sign the letter of support for amending the grant agreement between the Wyoming Business Council and the City of Kemmerer for the Kemmerer-Diamondville Water and Wastewater Board; seconded by Councilman Crosland and unanimously approved by Council present.
Mayor Tomassi left the meeting at this point. Councilman McGinnis took over as chair of the meeting.
Motion was made by Councilman Quinn to authorize the payment of the invoice to Frontier Ford in the amount of $1051.96; seconded by Councilman Bowen and unanimously approved by Council present.
Mayor Tomassi returned to the meeting at this time and resumed chair of the meeting.
COMMENTS:
(a) City Administrator Muir addressed Council.
(b) Councilman Bowen, Councilman Crosland, Councilman McGinnis, Councilman Quinn gave comments.
(c) Mayor Tomassi presented his comments.
There being no further business before Council, motion was made by Councilman Bowen the meeting be adjourned; seconded by Councilman Crosland and unanimously approved by Council present; 7:39 p.m.
