Sealed proposals will be received for the Expand Snow Removal Equipment (SRE) Building project, addressed to Kemmerer City Hall, Kemmerer Municipal Airport, 220 State Hwy 233, Kemmerer, WY 83101 until 4:00 pm local time on March 30, 2022 , and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered.

Said property was subject to, and assessed for, taxation for the year of 2016.

It was assessed and taxed in the name of Andrew A. Novak.

3. On 25 July 2017, Gerald R. Grove, Jr., purchased said property at public sale at the Courthouse in Kemmerer, Wyoming, for the sum of $108.91, said sum being the then unpaid assessed taxes, accumulated interest and costs. On that day, Gerald R. Grove, Jr., received a copy of Certificate of Purchase, # 105059 from the Lincoln County Treasurer.

4. Pursuant W.S. 39-13-108(e) the legal owner of said real property has until the date of application for tax deed in which to redeem the same from Gerald R. Grove Jr. Unless redeemed within the span oftime the legal owner’s right of redemption expires. On or after 1 July 2022, Gerald R. Grove, Jr., will be entitled to apply for and receive a deed to such property as provided in W. S. 39-13-108(e)(v).

5. Application for a tax deed will be made on 1 July 2022. The amount required to redeem is as provided in 39-13-108(e). The amount for which the property was sold at tax sale was $108.9l. In addition, Gerald R. Grove, Jr., paid taxes assessed on the property for tax years, 2017, 2018, 2019, 2020, 2021.

Motion was made by Councilmember Bowen to approve the Jamison Lot Line Vacation; seconded by Councilmember Price and unanimously approved by council present.

Motion was made by Councilmember Bowen to approve the RFP for a new police vehicle with specs to be determined by staff at a later date; seconded by Councilmember Price and unanimously approved by council present.

Motion was made by Councilmember Bowen to approve staff to draft a letter of support for the Rocky Mountain Power Gateway South project; seconded by Councilmember Price. The mayor then called for the question.  Those voting “Yea” were Mayor Thek, Councilmember Bowen, Councilmember Price and Councilmember Rudy. Councilmember Thornock voted “Nay.”  Motion carried.

Notice is hereby given that Lincoln County Board of County Commissioners are requesting bids for the

2022 County Road Dust Suppression consisting of the following items:   

2,050  TONS OF MAGNESIUM CHLORIDE FOR DUST SUPPRESSION

Successful Contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all applications on all specified roads as defined in the bid documents.

Public opening of the bids will be on Thursday, March 31, 2022 at 2:00 P.M. located at the Lincoln County Planning & Engineering Office, 925 Sage Ave, Suite 201, Kemmerer, Wyoming.  Bidders are welcome to attend. 

This project is partially funded using Federal Grant Funds. Therefore, all Federal Requirements associated with the use of these funds must be followed for this project. 

All bids must be accompanied by either a certified check, cashier’s check drawn on an acceptable bank, or an acceptable BID BOND, executed by an approved Surety Company, in an amount not less than five percent (5%) of the total sum of the bid.  The check or bond shall be made payable to Lincoln County and shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, fails to enter into the contract within thirty (30) days after it is presented to him for that purpose or fails to proceed with the performance of the contract in a timely manner.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7,500.00 or less than $150,000.00 requires a form of guarantee as approved by the County

NOTICE OF PRELIMINARY PERMIT APPLICATION ACCEPTED FOR FILING AND SOLICITING COMMENTS, MOTIONS TO INTERVENE, AND COMPETING APPLICATIONS

On October 13, 2021, PacifiCorp filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the South Fork Pumped Storage Project (South Fork Project or project) to be located near Lake Viva Naughton, Lincoln County, Wyoming.  The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.  A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.

Two alternatives are being considered for the South Fork Project.  Alternative 1 would consist of the following: (1) an upper reservoir approximately 3.5 miles east of Lake Viva Naughton with a surface area of 210 acres and a storage volume of approximately 3,348 acre-feet created by a 1,870-foot-long, 340-foot-high embankment dam; (2) a new intake/outlet on Lake Viva Naughton, which will serve as the lower reservoir; (3) a 4.2-mile-long steel penstock with a diameter of 23-feet connecting the upper reservoir with the powerhouse/pump station; (4) a 50-foot-long, 150-foot-wide concrete powerhouse/pump station located on the eastern shoreline of Lake Viva Naughton containing three 167-megawatt generating/pumping units; (5) a 4.4-mile, 345-kilovolt transmission line and new substation interconnecting to PacifiCorp’s Jim Bridger-Populus #2 transmission line; and (6) appurtenant facilities. 

Alternative 2 would consist of the same facilities described in alternative 1 except: (1) the upper reservoir would have a surface area of 85 acres and a storage volume of approximately 3,604 acre-feet created by a 1,035-foot-long, 310-foot-high embankment dam; (2) the upper reservoir would connect to the powerhouse/pump station by a 3.8-mile-long, 23-foot-diameter steel penstock; (3) the transmission line would be 2.2 miles in length connecting to a new substation at same transmission line. 

The estimated annual generation of the South Fork Project would be 1,460 gigawatt-hours.
