The Town of LaBarge will be conduction a public hearing at the La Barge Town Hall at 6:30 P.M on April 21st. The Purpose of the meeting is to allow citizens to review and comment on the LaBarge Intake Pump House Project.
At the meeting, Todd Hurd with Forsgren and Associates will present the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. Based on current estimates the Town of LaBarge plans to barrow $60,060.00 from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments.

ORDINANCE NO. 2021-864
AN ORDINANCE AMENDING SECTION 27-2, KEMMERER COMMUNITY FISHING POND DEFINED, AND SECTION 27-5, USE REGULATIONS, OF THE KEMMERER CITY CODE REGARDING THE KEMMERER COMMUNITY FISHING POND.
BE IT ORDAINED by the Governing Body of the City of Kemmerer, Lincoln County, Wyoming, that the following sections 27-2 and 27-5 of the Kemmerer City Codes are hereby amended as follows:
SECTION 27-2. KEMMERER COMMUNITY FISHING POND DEFINED.
The Kemmerer Community Fishing Pond as used in this article shall mean those waters within and the parking area adjacent to the man-made pond west of U.S. Highway 189 after it crosses the Union Pacific Railroad tracks and the Hams Fork River, north and east of the Hams Fork River. Said area shall include all of that area under water between the gates prepared to keep fish within the pond and the parking area that provides access to the pond.
SECTION 27-5. USE REGULATIONS.
No qualified person shall catch and retain more fish per day than is allowed under Wyoming Game & Fish regulations in the adjacent Hams Fork River.
No swimming, diving, or wading in the pond shall be permitted.
No watercraft or float tubes shall be permitted in the pond.
No person shall enter or walk on the pond at any time ice is present on the pond.
Camping and overnight parking is prohibited.
Open fires are only permitted in provided fire rings when not otherwise prohibited.
Disposal of trash is only permitted in receptacles for that purpose. Only trash generated at the site may be disposed of at the site.

CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 8th day of March, 2021, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Bill Thek, Councilman Robert Bowen, Councilman Dale Hicks, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy and Councilwoman Jamie Thornock.

Motion was made by Councilman Bowen to approve the agenda of March 8, 2021, as amended:
1. Add Item (g) under Consent Agenda: Appoint Scott Miller to the Kemmerer Zoning Board;
2. Add Personnel to the Executive Session
seconded by Councilman Hicks and unanimously approved by Council.

TABLED ITEM:
Motion was made by Councilman Bowen to remove the Blanket Excavation Fee and Bond for Phase II of AllWest Project off the table for discussion; seconded by Councilman Hicks, unanimously approved by Council.
Motion was made by Councilman Quinn to approve blanket excavation fee and bond for Phase II of AllWest Project in the amount that was agreed on last year with a 75% alert, while minimizing pass through costs; seconded by Councilman Bowen. Motion was amended by Councilman Quinn for the Blanket Excavation Fee and Bond for Phase II of AllWest Project to not exceed $11,524 with Crank Companies; seconded by Councilman Bowen and unanimously approved by Council. Motion was made by Councilman Hicks to accept the amended motion; seconded by Councilwoman Thornock and unanimously approved by Council.
OLD BUSINESS:
Motion was made by Councilman Hicks to accept the amendments of the changes to Section 27-2 to 27-5 of the Kemmerer City Code; seconded by Councilman Quinn and unanimously approved by Council.
NEW BUSINESS:
Motion was made by Councilman Bowen to approve on first reading the changes to Section 22-26 of the Kemmerer City Code; seconded by Mark Quinn and unanimously approved by Council.
COMMENTS:
Comments were made by City Administrator, Brian Muir. Councilman Bowen made comments. Mayor Thek made comments.
Motion was made by Councilman Bowen to recess the regular meeting and go into executive session to discuss real estate and personnel; seconded by Councilwoman Thornock and unanimously approved by council present; 8:08 p.m.
Motion was made by Councilman Price to convene into executive session; seconded by Councilman Hicks and unanimously approved by council present; 8:15 p.m.
Motion was made by Councilman Hicks to adjourn executive session; seconded by Councilman Quinn and unanimously approved by council present; 9:02 p.m.
Motion was made by Councilman Rudy to reconvene into the regular meeting; seconded by Councilman Quinn and unanimously approved by council present; 9:04 p.m.
