FINAL SETTLEMENT FOR HIGHWAY WORK
Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and Wilson Brothers, The Contractor, on Highway Project Number DR34696 & DR34795 in Lincoln County, consisting of landslide mitigation, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on April 14,2021.
The date of the first publication of this Notice is March 3, 2021.

You Barbara Lawson, may redeem from the Office of Treasurer in and for the County of Lincoln, State of Wyoming, which said office caused the said land to be sold aforesaid, all of said land prior to the 1st of July, 2021, on which said day the undersigned Sharleen Costello will apply for a tax deed to be issued by said office in the manner and form as prescribed by law.

CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 22nd day of February, 2021, at 7:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Bill Thek, Councilman Robert Bowen, Councilman Dale Hicks, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy and Councilwoman Jamie Thornock.
Motion was made by Councilman Hicks to approve the agenda of February 22, 2021, as amended:
1. Remove Consent Agenda item (e). Authorizing Staff to Request Funding from the Kemmerer Lions Club and Rotary Club of Kemmerer for Pool Repairs in the Amount of $15,000;
2. Add New Business Item (e), Authorizing Staff to Request Funding from the Kemmerer Lions Club and Rotary Club of Kemmerer for Pool Repairs in the Amount of $15,000;
3. Add New Business Item (f), Quarantine Sick Leave Policy;
seconded by Councilman Quinn and unanimously approved by Council.

NEW BUSINESS:
(a) Motion was made by Councilman Hicks to pass on 1st Reading Ordinance 2021-864, Changes to section 27-2 and 27-5 of the Kemmerer City Code in regards to the Kemmerer Community Fishing Pond as amended; seconded by Councilman Price and unanimously approved by Council.
(b) Motion was made by Councilman Hicks to authorize the mayor to sign the Worldpay Processing Agreement for credit card charges at the Fossil Island Golf Club; seconded by Councilman Quinn and unanimously approved by Council.
(c) Motion was made by Councilman Bowen to table the blanket excavation fee and bond for Phase II of the Allwest Project; seconded by Councilman Quinn and unanimously approved by Council.
(d) Motion was made by Councilman Bowen to authorize the mayor to sign the amended proposal for the outdoor pool repairs with Deep Blue in the amount not to exceed $38,961.00; seconded by Councilman Rudy and unanimously approved by Council.
(e) Motion was made by Councilman Hicks to authorize staff to request funding from the Kemmerer Lions Club in the amount of $10,000 and Rotary Club of Kemmerer in the amount of $5,000 for pool repairs; seconded by Councilman Quinn and unanimously approved by Council.
(f) Motion was made by Councilman Bowen to authorize staff to enact a Quarantine Sick Leave Policy with an expiration date of April 26, 2021; seconded by Councilman Quinn and unanimously approved by Council.
COMMENTS:
City Administrator, Brian Muir, made comments. Mayor Thek made comments. Councilman Price and Councilman Bowen made comments.
Motion was made by Councilman Price to recess the regular meeting and go into executive session to discuss real estate; seconded by Councilman Rudy and unanimously approved by council present; 8:24 p.m.
Motion was made by Councilman Quinn to convene into executive session; seconded by Councilman Price and unanimously approved by council present; 8:28 p.m.
Motion was made by Councilman Bowen to adjourn executive session; seconded by Councilwoman Thornock and unanimously approved by council present; 9:00 p.m.
