Specifically, PacifiCorp is proposing to renew the NOx PAL at a value of 4,687.2 tons per year (tpy) and the SO2 PAL at a value of 2,800.0 tpy. The Naughton Plant is located in Sections 32 and 33, T21N, R116W, approximately four (4) miles southwest of Kemmerer, in Lincoln County, Wyoming.

NOTICE OF FORECLOSURE SALE
Default has occurred on a Promissory Note dated September 30, 2013 in the original principal amount of $1,890,000.00, and a Promissory Note dated January 13, 2012 in the original principal amount of $1,500,000.00, payable by Hout Fencing of Wyoming, Inc. (the “Notes”). The Notes are secured by a Mortgage given by Hout Fencing of Wyoming, Inc. (the “Mortgagor”) to Security State Bank, dated August 17, 2012, recorded August 30, 2012 in Book 792, Pg. 735, Receiving # 966531, as modified by a September 30, 2013 Mortgage Modification, recorded October 3, 2013 in Book 821, Pg. 629, Receiving # 943553, and a July 28, 2014 Mortgage Modification, recorded August 11, 2014 in Book 837, Pg. 503, Receiving # 977909, of the real property records of the Lincoln County, WY Clerk (the “Mortgage”). The entire balance owing on the Notes is now due and payable.
No suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued.

Security State Bank will have the Mortgage foreclosed by causing all interests of the Mortgagor in the mortgaged property to be sold at public venue by the Sheriff of Lincoln County to the highest bidder for cash at 10:00 a.m. on April 12, 2022 on the front steps of the Lincoln County Courthouse, located at 925 Sage Avenue, Kemmerer, Wyoming. As of February 22, 2022, the amount due and owing on the Notes is calculated to be $2,430,634.73, plus interest thereafter of $345.25/day, plus costs and attorney fees. Lot 28 in the Kemmerer Industrial Park No. 1, located in the City of Kemmerer, Lincoln County, Wyoming, filed September 4, 1980 as Instrument No. 545087 in the office of the Lincoln County Clerk, with an address of 1012 Sublette Dr., Kemmerer, Wyoming.
The mortgaged property being foreclosed may be subject to other liens and encumbrances that will not be extinguished at the sale and any prospective purchaser should research the status of title before submitting a bid.

PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revert the Blue Sky Block value to 100 kilowatt hours (kWh) from 200 kWh, as more fully described below.
RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the jurisdiction of the Commission pursuant to Wyo. Stat. § 37-2-112.
On February 17, 2022, RMP submitted its Application requesting authority to revert the Company’s Renewable Energy Rider - Blue Sky Program value to 100 kWh from 200 kWh for tariff Schedules 70 and 72, effective May 1, 2022. The Company’s Blue Sky Program is offered to Wyoming customers through Schedule 70, Renewable Energy Rider Optional (Sheet Nos. 70-1 and 70-4), and Schedule 72, Renewable Energy Rider- Optional Bulk Purchase Program (Sheet Nos. 72-1 and 72-4). The Company seeks to revert the Block size to 100 kWh from 200 kWh due to the increasing price of Renewable Energy Credits (RECs).
Participation in the Blue Sky Program is optional for Wyoming customers who want to offset their energy usage requirements with renewable energy by purchasing blocks of bundled renewable energy certificates (RECs). Customers purchase RECs to ensure their energy consumption consists of renewable energy. The Company then retires those purchased RECs on the customer’s behalf and maintains Green-E certification of the Blue Sky Program. Currently, the Company’s tariff defines “Blocks” as 200 kWh of renewable energy. The Company requests the Block value revert to 100 kWh of renewable energy from 200 kWh in order to address market fluctuations. Customers will continue to have the right to purchase as many Blocks as they desire.
Schedule 70 provides customers with the opportunity to purchase Blocks at $1.95 per month. Schedule 72 provides a bulk purchase option for larger customers at $0.70 per month per Block, plus $1,500 per year fixed charge, customers must purchase a minimum of 1,212 Blocks per year.
According to RMP the forecast for 2022 indicates that if the block size remains at 200 kWh, the Blue Sky Program will have just enough funds to cover both REC purchases and administrative funds, but limited funds would be available for community renewable project grants. Conversely, if the block size reverts to 100 kWh, REC purchases will be halved.

This project is partially funded using Federal Grant Funds. Therefore, all Federal Requirements associated with the use of these funds must be followed for this project.
All bids must be accompanied by either a certified check, cashier’s check drawn on an acceptable bank, or an acceptable BID BOND, executed by an approved Surety Company, in an amount not less than five percent (5%) of the total sum of the bid.  The check or bond shall be made payable to Lincoln County and shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, fails to enter into the contract within thirty (30) days after it is presented to him for that purpose or fails to proceed with the performance of the contract in a timely manner.
All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond. All projects over $7,500.00 or less than $150,000.00 requires a form of guarantee as approved by the County

3. On 25 July 2017, Gerald R. Grove, Jr., purchased said property at public sale at the Courthouse in Kemmerer, Wyoming, for the sum of $108.91, said sum being the then unpaid assessed taxes, accumulated interest and costs. On that day, Gerald R. Grove, Jr., received a copy of Certificate of Purchase, # 105059 from the Lincoln County Treasurer.
4. Pursuant W.S. 39-13-108(e) the legal owner of said real property has until the date of application for tax deed in which to redeem the same from Gerald R. Grove Jr. Unless redeemed within the span oftime the legal owner’s right of redemption expires. On or after 1 July 2022, Gerald R. Grove, Jr., will be entitled to apply for and receive a deed to such property as provided in W. S. 39-13-108(e)(v).
5. Application for a tax deed will be made on 1 July 2022. The amount required to redeem is as provided in 39-13-108(e). The amount for which the property was sold at tax sale was $108.9l. In addition, Gerald R. Grove, Jr., paid taxes assessed on the property for tax years, 2017, 2018, 2019, 2020, 2021.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and Reiman Corp., The Contractor, on Highway Project Number 1207002 in Lincoln County, consisting of bent cap replacement and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on April 11, 2022.
