PUBLIC NOTICE:

In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Questar Gas Company to authorize the operation of the LaBarge High Pressure Regulator Station.  The LaBarge High Pressure Regulator Station will consist of the following: one (1) 470 gallon hydrocarbon liquid storage tank; one (1) 0.1 MMBtu/hr natural gas indirect heater; and one (1) hydrocarbon liquid truck unloading rack. The LaBarge High Pressure Regulator Station facility is located in the NW¼SE¼ of Section 14, T26N, R113W, approximately three (3) miles southwest of LaBarge, in Lincoln County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.   Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. permitting actions to date, including all active applications, have resulted in a decrease in NOx emissions of -2.1 tpy and a decrease in VOC emissions of -39.2 tpy.  Therefore, Questar Gas Company has met the offset requirements for NOx and VOC.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F029738 and permit number P0026750 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Lincoln County Library, Kemmerer, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Lincoln County Clerk’s Office, Kemmerer, Wyoming.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.
