PUBLIC NOTICE

The City of Kemmerer is taking applications to fill an unexpired City Council position in City of Kemmerer Ward #3. This position became vacant when Councilman David Crosland moved out of this Ward. This appointment will end on December 31, 2020.

Qualified applicants must be a registered voter in and a resident of City of Kemmerer Ward #3.

Applications will be taken until 12 noon on Wednesday, December 4, 2019. Applicants will then be interviewed and the current council will make an appointment.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and S & L Industrial, The Contractor, on Highway Project Number P113029 in Lincoln County, consisting of landscaping and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on December 25, 2019.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company), for approval of the 2020 year budget for Energy Efficiency Programs.

Dominion Energy is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On October 31, 2019, Dominion Energy submitted its Application requesting approval of its 2020 year budget and modification to the Therm Wise® Energy Efficiency Programs pursuant to Wyo. Stat. § 37-2-121, Commission Rule Chapter 3, Section 21, and the Commission’s Order issued on February 6, 2013, in Docket No. 30010-119-GT-12 (Record No. 13321). 

Dominion Energy proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs). The five programs are the: [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.

The Company proposes to change the Appliance Rebates Program by eliminating the 95% and 98% annual fuel utilization efficiency (AFUE) furnaces which currently include an additional $50 rebate for electrically commutated motors (ECM) as rebate-eligible. Because of the elimination of the ECM, the Company proposes to rebate >95% and >98% AFUE furnaces at $300 and $350 respectively in 2020. The Company is also proposing to add smart water heater controllers as rebate-eligible measures in the Appliance Program in 2020. The Company proposes a $50 rebate for smart water heater controllers which meet the equipment specifications outlined in the Company’s Tariff. These two proposals also apply to the Builder Rebates Program. 

Under the Business Rebates Program, the Company will offer rebates to commercial GS customers who purchase and install qualifying natural gas efficiency measures. The Company proposes to continue this program with the elimination of the $50 ECM rebate and to establish the tiered rebate amounts for >95% and >98% AFUE furnaces at $300 and $350 respectively in 2020.  The Company also proposes to add one new tier of high efficiency boiler and one new tier of tankless water heaters to the list of current rebate-eligible equipment in the 2020 ThermWise Business Program.  The Company also proposes to introduce a pilot midstream incentive in 2020. Under this rebate method, the Company would pay rebates to boiler distributors, rather than directly to customers, as has been done historically.

The Company proposes no major changes to the Home Energy Plan or the Weatherization Rebates Program.

Dominion Energy projects the total 2020 budget for the Programs and Market Transformation Initiative to be $211,964, a decrease of 3% from the 2019 budget.  Dominion Energy states the requested budget decrease is due to lower expected participation in the 2020 Weatherization Program and expected reductions in administrative and rebate processing costs in 2020. The Company estimates a total natural gas savings at 7,994 Dth/year, 2% below the projected 2019 natural gas savings estimate.

This is not a complete description of the Application. PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company), for approval to increase its distribution rates and charges for natural gas services by $3.5 million per annum and a rate of return of 7.46%.

Questar is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112. Dominion Energy currently has approximately 27,800 customers in Wyoming, including customers residing in the cities of Rock Springs, Green River, Kemmerer, Diamondville and Evanston. 

 On November 1, 2019, Dominion Energy filed its Application requesting Commission approval of the Company’s request to increase its distribution rates and charges for natural gas services by $3.5 million per annum, a return on equity of 10.5%, an overall rate of return of 7.46% and associated tariff amendments, effective September 1, 2020.

The Company states that failure to obtain the rate of relief requested to eliminate the deficiency of $3.5 million per annum will result in inadequate rates of return that will adversely impact the financial integrity of Dominion Energy’s public utility operations and its ability to provide necessary utility service to its Wyoming customers.

The effect of the proposed rate increase on typical Dominion Energy General Service customers who use 90 Decatherms per year will be an increase of about $96.32 per year, or approximately 13%.

REQUEST FOR STATEMENTS OF QUALIFICATIONS AND EXPERIENCE KEMMERER MUNICIPAL AIRPORT ENGINEERING SERVICES

The City of Kemmerer, owner and operator of the Kemmerer Municipal Airport, Kemmerer, WY, is soliciting Statements of Qualifications and Experience from qualified airport consultants for engineering services for the Kemmerer Municipal Airport.

The Request for Statements of Qualifications and Experience solicits services for the following:

  • Seal coat and mark pavements (2021),
  • Construct SRE Building (2021),
  • Acquire mowing equipment (2022),
  • Rehabilitate Wildlife Fence (2022),
  • Rehabilitate R/W 16/34 lighting, install apron lighting, remove old GA terminal and relocate electrical (2024)

The Consultant must supply all information required by the Request for Statements of Qualifications and Experience. The City reserves the right to waive any informalities and minor irregularities in the submittals and to select the Consultant deemed, in the opinion of the Kemmerer Airport Committee and the Mayor and City Council of the City of Kemmerer, to be in the best interest of the Kemmerer Municipal Airport.
