PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application of Rocky Mountain Power (RMP or the Company) requesting authority to increase rates on deferred Net Power Costs (NPC) pursuant to Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Tuesday, December 1, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On April 15, 2020, the Company submitted an Application together with testimony, exhibits and revised tariff sheets requesting authority to revise and change rates pursuant to two different rate schedules: [i] its Energy Cost Adjustment Mechanism (ECAM) Tariff Schedule 95, requesting approval to increase rates by $7.4 million to recover deferred NPC; and, [ii] its REC and SO2 revenue adjustment mechanism (RRA) Tariff Schedule 93, requesting approval to decrease rates by $604 thousand to reflect the sale of RECs and SO2  emission allowances.  The total ECAM deferral from calendar year 2019 was a charge of approximately $13.9 million, which consists of: [i] deferred ECAM costs after the 30 percent (30%) sharing band; [ii] accrued interest of approximately $686 thousand; [iii] a credit of approximately $17 thousand from the 2018 ECAM; [iv] an decrease of approximately $16 thousand from the 2019 ECAM; and, [v] a credit of $100 thousand related to the settlement of the 2017 ECAM.

On June 9, 2020, pursuant to due notice, the Commission approved RMP’s application on an interim basis.

The following table summarizes the proposed price changes by tariff rate schedule.  Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics.  The combined effect of the 2019 RRA and ECAM in this Application represents an overall proposed rate increase of approximately $13.9 million or approximately 1.13 percent (1.13%).

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of the 2021 year budget for Energy Efficiency Programs.

Dominion is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On October 29, 2020, Dominion submitted its Application requesting approval of its 2021 year budget and modification to the ThermWise® Energy Efficiency Programs pursuant to Wyo. Stat. § 37-2-121, Commission Rule Chapter 3, Section 21, and the Commission’s Order issued on February 6, 2013, in Docket No. 30010-119-GT-12 (Record No. 13321). 

Dominion proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs). The five programs are the: [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.

The Company proposes the addition of dual-fuel heating systems and energy recovery ventilation to the existing mix of rebate-eligible equipment in the Appliance Rebates Program in 2021. The Company proposes to offer an $800 rebate for single family homes and a $450 rebate for multifamily properties that purchase and install dual-fuel heating systems. The Company proposes to change the rebate efficiency standard for the current fireplace rebate measure from annual fuel utilization efficiency (AFUE) to fireplace efficiency (FE) in 2021.

Under the Builder Rebates Program, the Company proposes to add the dual-fuel heating system and energy recovery ventilation rebates, make the change from AFUE to FE for fireplaces in 2021 and eliminate the builder rebate credit. Under the Business Rebates Program, the Company proposes to add the dual-fuel heating system rebate. The Company proposes no major changes to the Home Energy Plan or the Weatherization Rebates Program.

Dominion projects the total 2021 budget for the Programs and Market Transformation Initiative to be $163,593, a decrease of 23% from the 2020 budget. Dominion states the requested budget decrease is due to lower expected participation in the 2021 Wyoming ThermWise® programs and expected reductions in administrative and rebate processing costs in 2021, which the Company attributes to the lingering impacts of COVID-19. The Company projects a total natural gas savings at 5,863 Dth/year, 28% below its projected 2020 natural gas savings estimate.

PUBLIC NOTICE OF BLASTING SCHEDULE

Pursuant to Public Law 95-87, Section 515 (b)(15)(A) of the Surface Mining Control and Reclamation Act of 1977, and the Wyoming Environmental Quality Act, Statute 35-11-415, Duties of operator, and in accordance with the regulations authorized and promulgated thereunder, Kemmerer Operations, LLC hereby presents notice of blasting operations to be conducted at the Kemmerer Mine.  The specific locations are:

1-UD Complex,  a portion of Tracts 91, 95, 97, 98C, 98B, 99, 100, 101, and 103, T21N, R116W, the active pit area containing 200 acres, more or less, and all located within Lincoln County, WY.

Pit 2-UD,  a portion of Sec. 15, and a portion of Section 22, T20N, R117W, the active pit areas containing 310 acres, more or less, and all located within Lincoln County, WY.

I-Area Pit, a portion of or all of Lots 9 and 10 in section 30 and Tracts 80, 81, 82A, 82D, 84A, 84B, 84C, 84D, 85, 86, 87 and 88, T21N R116W, the active pit areas containing 150 acres, more or less, and all within Lincoln County, WY.

All blasting will be conducted according to the above dates and schedules unless an emergency situation arises which indicates the need for an unscheduled detonation of blasting materials.  These emergency situations may be as follows:

4.  Any other unforeseen circumstances which may jeopardize the safety of persons, (operators or public) that may be in the vicinity of the mine site.

5. Pursuant to Wyo. Stat. Ann. § 39-13-108, the legal owner of said real property has until the date of application for tax deed in which to redeem the same from Reginald D. Huffman. Unless redeemed within that period, the legal owner’s right of redemption expires. On or after February 12, 2021, Reginald D. Huffman will be entitled to apply for and receive a tax deed to such property as provided in Wyo. Stat. Ann. § 39-13-108.

6. Application for a tax deed will be made on or after February 12, 2021. The amount required to redeem is as provided in Wyo. Stat. Ann. § 39-13-108. For public safety during the pandemic, the study team will hold a VIRTUAL “ZOOM” PUBLIC MEETING from 6 PM to 8 PM on Thursday November 19th.  The team will present recommended pedestrian and trail improvements for the Cokeville-Taylor area and ask for public review and comments, pro or con.  Area residents are welcome and encouraged to participate, contribute ideas, and state their most preferred projects.

Lincoln County and the Town of Cokeville are conducting this study to advance bicycle and pedestrian improvement projects in the Cokeville area.  The $40,000 study, known formally as the Transportation Alternatives Master Plan, is funded by a $32,000 grant from Wyoming DOT, $6,000 from Lincoln County, and $2,000 from the Town of Cokeville.  The study, conducted by Y2 Consultants of Jackson, WY, will help Cokeville and Lincoln County receive state and federal funds for future sidewalk and trail improvement projects.

Products of the study will include a Pedestrian & Bicycle Master Plan, a Safe Routes to School Plan, a Wayfinding Signage Plan, and an Implementation Plan.  The general plan will recommend a series of future component projects and budgets to complete a non-motorized network that will serve the Cokeville-Taylor community for decades to come.

The Lincoln County Board of County Commissioners along with a steering committee has completed a draft Natural Resource Management Plan. The County developed this Plan as a tool which allows a local government to have a substantive impact on federal decisions, plans, policies, and programs. Federal agencies consideration of a local natural resource management plan, or resource plan, can play a key role in the success of a local government engaging as a cooperative agency or with consistency review under the National Environmental Policy Act (NEPA), coordination under the Federal Lands Policy and Management Act (FLPMA), or National Forest Management Act (NFMA) as well as assisting in the Governor’s consistency review.

The Draft Lincoln County Natural Resource Management Plan will be released for public comment on Monday November 2nd  and will be located on the Lincoln County website at https://www.lcwy.org/. Hard copies will also be available at the Lincoln County Clerk’s Office; Star Valley Conservation District, and Lincoln Conservation District. The public comment period will be open for 30-days from Monday November 2nd  through Tuesday December 1st. Public comments can be submitted via email to LincolnCoNRMP@y2consultants.com  or can be submitted via hard copy to the Lincoln County Clerk’s Office, Star Valley Conservation District, or Lincoln Conservation District.   

In an effort to acquire community input and provide information about the purpose and intent of the Plan, public meetings will be held on November 16th in Afton and November 17th in Kemmerer.
