The South Lincoln Special Cemetery District will be holding an election for Board of Trustees that will run in conjunction with the general election on November 8, 2022. The positions available are two (2) four (4) year and three (3) two (2) year terms. The Modification Request proposed to enter into a Remedy Agreement (RA) under the Voluntary Remediation Program (VRP), and other necessary updates to the following sections of the Hazardous Waste Permit: Waste Analysis Plan, Groundwater Protection Standard, Corrective Action Schedule, Hazardous Waste Unit Landfill Maintenance Plan, Sampling Analysis Plans for the Groundwater Compliance Program and Corrective Action, and the Monitoring Well Installation, Maintenance and Closure Plan. The Former Kemmerer Coke Plant is located at 1733 Elkol Road, Kemmerer, Lincoln County, Wyoming. The WDEQ determined the Modification Request is complete and technically adequate. Based on the Modification Request, the WDEQ has completed a Draft Modified Permit. Therefore, WDEQ is giving notice and soliciting comments from the public regarding the FMC Draft Modified Permit. FMC currently conducts activities under a Hazardous Waste Permit issued by the WDEQ on December 6, 2005, and renewed on March 11, 2016. The FMC Draft Modified Permit serves to modify the 2016 Permit. CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 27th day of June, 2022, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Robert Bowen, Councilmember Dale Hicks, Councilmember Mark Quinn, Councilmember Eric Rudy and Councilmember Jamie Thornock. Councilmember Bill Price was absent.
Motion was made by Councilmember Hicks to approve the agenda as amended to change New Business (d) to Lease Agreement with Kemmerer Senior Citizens Association; seconded by Councilmember Quinn and unanimously approved by Council.
Motion was made by Councilmember Hicks to note that Councilmember Price joined the meeting at 7:02 p.m.; seconded by Councilmember Bowen and unanimously approved by Council.

Mayor opened the Public Hearing for the 2022 Liquor License Renewals; 7:03 p.m. There being no public comment the Mayor closed the public hearing; 7:04 p.m.

NEW BUSINESS:
(a) Motion was made Councilmember Hicks to Pass, Approve, and Adopt Resolution No. 2022-803, Setting Sanitation Fees Effective July 1, 2022; seconded by Councilmember Bowen and unanimously approved by Council.
(b) Motion was made by Councilmember Quinn to amend the language in Chapter 5, Section 5-33 of the Kemmerer City Code to “…except the dwelling on the same lot as the coop”; seconded by Councilmember Thornock and unanimously approved by Council.
Councilmember Quinn then amended his motion to repeal the heat source requirement in Chapter 5, Section 5-33 of the Kemmerer City Code; seconded by Councilmember Bowen and unanimously approved by Council.
(c) Motion was made by Councilmember Bowen to Pass on 1st Reading Ordinance No. 2022-872, Amending Chapter 5, Article IV, Section 5-33 Keeping of Chickens-Enclosures; seconded by Councilmember Hicks and unanimously approved by Council.
(d) Motion was made by Councilmember Bowen to table the Proposed City and Union Agreement; seconded by Councilmember Hicks and unanimously approved by Council.
(e) Motion was made by Councilmember Thornock to authorize the Mayor to sign the Lease Agreement with Kemmerer Senior Center; seconded by Councilmember Rudy. Councilmember Thornock then amended her motion to authorize the Mayor to sign the Lease Agreement with the Kemmerer Senior Citizens Association for 20 years for $1.00 per year; seconded by Councilmember Rudy and unanimously approved by Council.
(f) Motion was made by Councilmember Price to award the Kemmerer Airport Wildlife Rehab Fencing Project to Swift Creek Fencing, LLC with the Base Bid 1 and additive option #2 for an amount not to exceed $176,225 and authorize the Mayor to sign the agreement; seconded by Councilmember Quinn and unanimously approved by Council.

Councilmember Thornock, Quinn, Hicks Price and Bowen made comments. Mayor Thek made comments.
