CITY COUNCIL MEETING MINUTES
June 12, 2023
The Kemmerer City Council met in regular session this 12th day of June, 2023, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Marlin Batista, Councilmember Robert Bowen, Councilmember Dale Hicks, Councilmember Mark Quinn, Councilmember Bill Price, and Councilmember Jamie Thornock.
Motion was made by Councilmember Hicks to approve the agenda as amended to delete New Business Item (b) MOU with Lincoln County and Town of Diamondville on Community Picnic and add New Business Item (b), Liquor Catering Permit at the Event Center for June 24, 2023 and New Business Item (e) RFQ for Funding/Grant Writing Services and Storm Water Engineering Planning and Design Services; seconded by Councilmember Bowen and unanimously approved by council.
Kenny Spears and Tammy Krell asked questions regarding the frisbee golf course. Cullen Pace with Local 1307 of UMWA made comments. Cindy Vetos representing Kemmerer Senior Center made comments. Patrick Key made comments to the council. Kenny Spears made additional comments to the council. Shane Stoddard and Bryan Gallaher made comments to the council.
Motion was made by Councilmember Hicks to approve the items on the consent agenda as amended; seconded by Councilmember Bowen and unanimously approved by council. Those items were:

(c) Motion was made by Councilmember Hicks to pass on 2nd Reading Ordinance No. 2023 879, Ordinance Amending Section 23-47 of Kemmerer City Code in relation to Self-Storage; seconded by Councilmember Bowen and unanimously approved by council.
(d) Motion was made by Councilmember Thornock to pass on 2nd Reading Ordinance No. 2023-880, Amending Section 20-6(d) of the Kemmerer City Code to allow for the optional 100-foot right-of-way; seconded by Councilmember Price and unanimously approved by council.
(a) Motion was made by Councilmember Hicks to authorize staff to close the outdoor pool for the summer of 2023 and survey the public with two different surveys to help determine the future of the outdoor pool; seconded by Councilmember Thornock and unanimously approved by council.
(b) Motion was made by Councilmember Hicks to authorize the mayor to sign the 24 Hour Malt Beverage Catering permit by Our Place, LLC dba Rosie’s Bar for June 24, 2023, at the South Lincoln Training and Event Center contingent upon the approval of Town of Diamondville; seconded by Councilmember Price and unanimously approved by council.
(c) Motion was made by Councilmember Hicks to authorize the mayor to sign the agreement with JUB Engineers for planner services for FY 23-24 in an amount not to exceed $15,000; seconded by Councilmember Quinn and unanimously approved by council.
(d) Motion was made by Councilmember Thornock to authorize the mayor to sign the addendum to blanket excavation permit for phase IV of the Allwest project in an amount not to exceed $12,676; seconded by Councilmember Hicks and unanimously approved by council.
Councilmember Hicks left the meeting; 8:35 p.m.

(e) Motion was made by Councilmember Bowen to authorize staff to advertise the RFQ for funding/grant writing services and for JUB Engineering, at their expense, to provide any further content and services to aid in the process; seconded by Councilmember Hicks and unanimously approved by council.
