PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost decrease of $0.61240 per dekatherm (Dth), effective June 1, 2020. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.
A typical Dominion residential customer using an average of 90 Dth per year will see a net annual decrease of approximately $46.40, or 6.41%. Actual bills will vary with usage.
Pursuant to Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.
The Application is on file at the Commission’s offices in Cheyenne, Wyoming, and any interested person may inspect the Application during regular business hours or online at: http://psc.wyo.gov/.

The Kemmerer City Council met in special session on this 3rd day or June, 2020, at 6:00 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman Bill Price, Councilman Mark Quinn, Councilman Eric Rudy, and Councilman Bill Thek.
Councilman John Sawaya was absent.
NEW BUSINESS:
(a) Motion was made by Councilman Quinn to authorize the mayor to sign the Change Order to the Lincoln Heights mill and overlay project to include the Triangle Mill and Overlay in the amount not to exceed $57,435; seconded by Councilman Rudy. The Mayor than called for the questions. Those voting “Yea” were Mayor Tomassi, Councilman Price, Councilman Quinn, Councilman Rudy and Councilman Thek. Councilman Bowen voted “Nay.” Motion carried.
There being no further business before Council, Councilman Price made a motion to adjourn the special meeting; seconded by Councilman Rudy and unanimously approved by Council; 6:18 p.m.

Notice of Permit Approval Before the Wyoming Industrial Siting Council Docket Number DEQ/ISC 19-06
Exxon Mobil Corporation’s LaBarge Carbon Capture Project
Notice of Permit Approval. Pursuant to provisions of the Wyoming Industrial Development Information and Siting Act (W.S. 35-12-101 et seq.), notice is hereby given that the LaBarge Carbon Capture Project (the Project) of Exxon Mobil Corporation (Applicant) has received a Permit to construct from the Wyoming Industrial Siting Council. Records of the application and decision can be viewed during business hours in the offices of the Industrial Siting Division, Department of Environmental Quality, or on the Wyoming Department of Environmental Quality’s website at: http://deq.wyoming.gov/isd/application-permits/resources/labarge-carbon-capture-project/.
The Permit allows the Applicant to construct a carbon capture, sales and disposal facility approximately 33 miles northeast of Kemmerer, Wyoming in Lincoln County. The primary project components include 1) additional equipment at the Shute Creek Gas Plant in Lincoln County, 2) additional equipment at the CO2 Sales Facility in Sweetwater County, 3) construction of the CO2 disposal well (SC 5-2) in Lincoln County, and 4) construction of the non-jurisdictional 9-mile CO2 pipeline in Lincoln County. The Shute Creek Gas Plant and CO2 Sales Facility are on ExxonMobil property and the CO2 disposal well and pipeline will be located on Bureau of Land Management (BLM) owned property. Construction is anticipated to commence in Q3 2020 and be completed by the end of 2022. Construction manpower is anticipated to peak at an estimated 388 workers in August and September 2021.
Pursuant to W.S. 16-3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for Permit. The hearing began at 8:30 A.M. on April 9, 2020, using a telephone conference call-in number that was provided to the public and parties to the proceeding. The hearing concluded and deliberations of the Industrial Siting Council took place on the afternoon of April 9, 2020, at the same location.
The Council considered the Applicant’s request pursuant to the provisions of the Industrial Development and Siting Act (W.S. 35-12-101 et seq.), and the Rules and Regulations adopted thereunder, and rendered a decision to grant the permit.
