KEMMERER MUNICIPAL AIRPORT
INSTALL JET A & 100LL FUEL SYSTEMS
INVITATION FOR BID
Sealed proposals will be received for the INSTALL JET A & 100LL FUEL SYSTEMS project, addressed to the Kemmerer Municipal Airport, City of Kemmerer, 220 Wyo Hwy 233, Kemmerer, WY 83101 until 3:00 pm local time on February 21, 2019, and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered.
A pre-bid meeting will be held at the Kemmerer Municipal Airport, 1326 County Road 234, Kemmerer, WY 83101 at 2:00 pm, local time February 7, 2019 for those interested contractors, subcontractors, and suppliers.
The project consists of, but is not limited to; site preparation for and installation of an above ground self-service fuel system that includes one new skid-mounted 6,000-Gal. Jet A Fuel System and either one new skid-mounted 6,000-Gal. 100LL Fuel System or relocating the existing 10,000-Gal. skid-mounted Fuel Tank/Equip., and all equipment required for an operating system meeting UL 142/2085 and WY DEQ requirements. Site preparation includes extension of utilities (power, internet) to the new fuel system site, construction of a concrete new fuel tank pad (excavation, subbase, base rock, PCC, grounding system, grading, bollards), a concrete walkway (excavation, base rock, culvert, grading), and an area floodlight. The project also includes decommission and removal of the existing above ground, skid-mounted fuel systems, to include a 4,000-Gal. Jet A fuel tank/equip. and a 10,000-Gal. 100LL fuel tank/equip. (if not relocated), Card Reader and associated above ground appurtenances.

Partial sets of Bidding Documents will not be available from the Issuing Office.
Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than QuestCDN.
Each bid must be accompanied by a certified check, cash, cashier’s check, or bid bond in an amount not less than 5% of the total bid.
CIVIL RIGHTS – TITLE VI
The City of Kemmerer in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The proposed contract is also under and subject to the following federal clauses:

- Government-wide Debarment and Suspension
- Government-wide Requirements for Drug-free Workplace
- Foreign Trade Restrictions
- Buy American Preference
- Disadvantage Business Enterprise Requirements as follows:
The Owner’s award of this contract is conditioned upon Bidder satisfying the good faith effort requirements of 49 CFR §26.53.
As a condition of bid responsiveness, the Bidder must submit the following information with their proposal on the forms provided herein:
1) The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;
2) A description of the work that each DBE firm will perform;
3) The dollar amount of the participation of each DBE firm listed under (1)
4) Written statement from Bidder that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner’s project goal;
5) If Bidder cannot meet the advertised project DBE goal; evidence of good faith efforts undertaken by the Bidder as described in appendix A to 49 CFR Part 26.
The successful Bidder must provide written confirmation of participation from each of the DBE firms the Bidder lists in their commitment. The Bidder must submit the DBE’s written confirmation of participation within 5 days of receiving the Owners notice of award.
All required Federal Clauses including the labor provisions, and wage rates are included in the specifications and bid documents. Each bidder must supply all of the information required by the bid documents and specifications.
This project includes Federal funds and is subject to the wage provisions of the Wyoming State Public Works Laws, Federal Davis-Bacon, and related acts.
Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of his competency to perform the work contemplated with the bid.
The City of Kemmerer reserves the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed ninety (90) days, and accept the proposal that is in the best interest of the City of Kemmerer. The award of the Bid is contingent upon the receipt of Federal funding.

Notice is hereby given that the State Transportation Commission of Wyoming has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming, acting through said Commission, and Riverside Contracting, Inc. The Contractor, on Highway Project Number 1202030 & 1202A01 in Lincoln County, consisting of grading, milling plant mix, bituminous pavement surfacing and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on February 27, 2019.

CITY COUNCIL PROCEEDINGS
The Kemmerer City Council met in regular session this 14th day of January, 2019, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor Anthony Tomassi, Councilman Robert Bowen, Councilman David Crosland, Councilman David McGinnis, Councilman Vance Chamberlain, Councilman Eric Rudy and Councilman Mark Quinn.
Motion was made by Councilman Bowen to approve the agenda for January 14, 2019, as amended; seconded by Councilman Rudy and unanimously approved by Council.
VISITORS’ COMMENTS AND PETITIONS:
Douglas Tingwall, speaking for the Historic Preservation Commission, updated Council on grant monies that are available.

OLD BUSINESS:
Council discussed input to provide to Pacificorp regarding their IRP.
NEW BUSINESS:
(a) Motion was made by Councilman Bowen to elect Councilman McGinnis as president of the city council and Councilman Rudy as vice-president of the City Council; seconded by Councilman Quinn and unanimously approved by Council.
(b) Motion was made by Councilman Crosland to table this item; seconded by Councilman McGinnis and unanimously approved by Council.
(c) Motion was made by Councilman Bowen to make the following appointments:
Liaison to Kemmerer Recreation Advisory Board – Councilman Rudy
Liaison to Fossil Basin Promotion Board – Councilman Bowen
Liaison to Historic Preservation Committee – city administrator

(a) Administrative Services Director Glenda Young and Recreation and Events Director Rachelle Points presented their comments.
(b) Councilman Bowen and Councilman Crosland made comments.
(c) Mayor Tomassi presented his comments.
EXECUTIVE SESSION:
Motion was made by Councilman Bowen to recess into executive session to discuss personnel, real estate, and pending litigation; seconded by Councilman Rudy and unanimously approved by Council, 8:12 p.m.
Motion was made by Councilman Rudy to reconvene into regular session; seconded by Councilman McGinnis and unanimously approved by Council.
There being no further business before Council, motion was made by Councilman Crosland the meeting be adjourned; seconded by Councilman Quinn and unanimously approved by Council, 10:05 p.m.
