CITY COUNCIL MEETING MINUTES

January 9, 2023

The Kemmerer City Council met in regular session this 9th day of January, 2023, at 7 p.m. in the City Council Chambers, City Hall, Kemmerer, Wyoming. The Pledge of Allegiance was recited. Present on roll call were Mayor William Thek, Councilmember Marlin Batista, Councilmember Robert Bowen, Councilmember Dale Hicks, Councilmember Bill Price, Councilmember Mark Quinn and Councilmember Jamie Thornock.

Motion was made by Councilmember Hicks to approve the agenda as amended to add New Item (b), Accept the Mayor’s Recommendation to Recommend Christopher Culler as the 5th member (at-large member) to the Fossil Basin Promotion Board; seconded by Councilmember Quinn and unanimously approved by Council.

VISITORS’ COMMENTS:

None.

CONSENT AGENDA:

Motion was made by Councilmember Hicks to approve the items on the consent agenda as amended; seconded by Councilmember Bowen and unanimously approved by Council. Those items were:

NEW BUSINESS:

(a) Motion was made by Councilmember Hicks to appoint Madonna Long to the Fossil Basin Promotion Board for a term to expire on 12/31/2025; seconded by Councilmember Price and unanimously approved by Council.

(b) Motion was made by Councilmember Hicks to accept the Mayor’s recommendation to recommend the appointment of Christopher Culler as the 5th member (at-large member) to the Fossil Basin Promotion Board for a term to expire on 12/31/2024; seconded by Councilmember Price and unanimously approved by Council.

(c) Motion was made by Councilmember Hicks to authorize the mayor to sign the General Engineering Services contract with JUB for Airport Engineering services for CY 2023 in an amount not to exceed $10,000; seconded by Councilmember Quinn and unanimously approved by Council.

(d) Councilmember Thornock nominated Councilmember Quinn as President of the Council.  Councilmember Bowen nominated Councilmember Hicks as President of the Council.  Councilmember Hicks made a motion to close the nominations; seconded by Councilmember Bowen and unanimously approved by Council.  Nominations were counted.  Councilmember Hicks was nominated as President of the Council.

Councilmember Price nominated Councilmember Bowen as Acting President of the Council. Councilmember Thornock nominated Councilmember Quinn as the Acting President of the Council. Councilmember Bowen closed the nominations; seconded by Councilmember Price and unanimously approved by Council.  Nominations were counted.  Councilmember Bowen was nominated as Acting President of the Council.

(e) Motion was made by Councilmember Bowen to accept the appointments of the liaisons to the boards and committees as follows: Rec. Advisory Board, Councilmember Price; Fossil Basin Promo Board, Councilmember Thornock; Historic Preservation Committee, Brian Muir; Kemmerer-Lincoln County Airport Committee, Mayor Thek; Zoning Board, Councilmember Hicks; South Lincoln Economic Development JPB, Brian Muri; Kemmerer Area Diversification Committee, Councilmember Quinn; seconded by Councilmember Hicks and unanimously approved by Council.

COMMENTS:

Brian Muir, City Administrator, made comments.  Councilmember Batista, Councilmember Thornock, Councilmember Quinn, Councilmember Hicks, Councilmember Price and Councilmember Bowen made comments.  City Attorney, Dean Stout, made comments.  Mayor Thek made comments.

There being no further business before the Council, Councilmember Hicks made a motion to adjourn the meeting; seconded by Councilmember Quinn and unanimously approved by Council; 7:48 p.m.

CHAPTER 6, SECTION 2 CONSRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Williams Field Services Company to permit existing and future pigging facilities with emissions totaling less than 4 tons per year (tpy) of volatile organic compounds (VOCs), with each individual pig trap with emissions totaling less than one (1) tpy of VOC’s not located at compressor stations or gas plants, located in the Big Piney Field, Lincoln County, Wyoming.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F031018 and permit number P0036046 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Lincoln County Library, Kemmerer, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Lincoln County Clerk’s Office, Kemmerer, Wyoming.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.
