Senior center board offers financial update

It’s time for our annual letter to inform the constituents of the Kemmerer Senior Citizen Service District how we spent your tax money for 2022-2023 in our district and our projected budget for 2023-2024.

The Kemmerer Senior Citizen Service District Board is the elected board which oversees the 0.3 mill levy money, coming from the tax levied upon the citizens of South Lincoln County. The Kemmerer Senior Citizen Service Board operates in accordance with Wyoming State Statutes.

The Senior Citizen Service District Board consists of Denise Sargent, David Harwood, Christy Killian, Cindy Miller and Glenna Sumsion. We would like the citizens to know how the property and motor vehicle tax funds are being allocated and spent for the benefit of the senior citizens of south Lincoln County. The Kemmerer Senior Citizen Service District Board allocates funds based on capital projects and budgeted operational needs provided to the district board by the Kemmerer Senior Center LLC board and the director, Jen Ogle.

You may have seen this line item on your Lincoln County Tax Assessment from the Assessor’s Office. If your property evaluation is $100,000 this amount would be $2.85; $200,000 would be $5.70; and $300,000 would be $8.55 per year. Please review your tax statement to understand the amount of your taxation levied for this mill levy district purpose.

The funding for 2022-23 has provided repairs for the walk-in refrigerator and freezer $10,870, as well as providing building improvements consisting of an awning for the back door handicapped access ramp $8307.48 and general Senior Center Funding for payroll and Community Match grant reimbursement to $57,932.77.

We have also funded the mill levy audit and advertising and miscellaneous office supplies for $766.79. We also carried over $61,000 from 2021-22 to finish paying for the new furnace installation upon completion, which we paid in July 2022. The Daniels Grant also funded a portion of this project and the flooring.

The funding for 2023-24 has been submitted and approved by the state. The following operations funding and project (sewer) will be on our agenda for this year.

• Sewer repairs

• Snow removal

• Bus fuel

• Home delivery supplies

• Fire suppression

• Pest control

• Match for 3B grant

• Match for WYDOT grant

• Match for C1 grant

• Match for C3 grant

• Match for C2 grant

• Mill levy board administration, auditing, etc.

 

Effective July 1, 2023, and in accordance with Wyoming State Statutes, the 0.3 mill levy tax money now may be used to fund new building construction and to hold real property.  This Legislative change will now allow us to pursue construction of a new building and allow the district to hold property on behalf of the Kemmerer Senior Center LLC.

We appreciate your continued support of the Kemmerer Senior Center which benefits older community members by giving them a place to socialize.  The center also supports educational and physical elder programs and provides nutritious meals at the center as well as through home delivery.
